A bakery owner showed me a quote of Rs 25,000 a month for Google Ads and asked if that was good. Nobody could say, because the quote never mentioned how much of it would actually become ads. That mix up is the single most common confusion I meet as a digital marketing freelancer in Chennai, so this post pulls the Google Ads cost apart into pieces you can actually compare.
Where these numbers come from. The rupee ranges below are the prices Chennai and Indian agencies and freelancers publish on their own sites, cross checked across several, plus the rates I quote myself. Every rupee you put into Google Ads goes to one of two places. Ad spend goes to Google and buys the clicks. The management fee goes to whoever plans, writes, and adjusts the campaigns.
Google bills you directly for the ad spend, from your own card, in your own Google Ads account. The fee is a separate invoice from the freelancer or agency. When a quote gives you one combined number, you cannot tell whether Rs 25,000 means Rs 20,000 of ads with a fair fee, or Rs 10,000 of ads with a heavy one.

Decide how many enquiries you want, then let division set the budget. This takes two minutes and beats every package quote you will ever receive.
Say your click costs Rs 25 and your page turns one visitor in twenty into an enquiry, which is a fair local rate when the page is decent. One enquiry then needs 20 clicks, which is Rs 500. Want 30 enquiries a month? That is Rs 15,000 of ad money. Want 60? Rs 30,000.
Now run it in reverse on any quote. A package offering Rs 6,000 of ad spend at Rs 25 a click buys 240 clicks, which is roughly 12 enquiries in a whole month. If the seller promised you 100 leads from it, the arithmetic just caught the lie for you.

What managing the ads should cost you

Percentage pricing has a quiet problem you should see plainly: the fee grows when your spend grows, whether or not results do. Fix these three things before you spend a rupee
Ads multiply what already exists. They cannot fix what does not.

Skip ads for now if your average sale is small and your click is expensive, because the arithmetic simply cannot close. Skip them if the website is broken or loading slowly, and fix that first. Skip them if the total you can afford is under Rs 8,000 a month, and put that energy into your profile and reviews instead, which keep working after the money stops.
Ads are rent. The day you stop paying, the visibility stops. That is not a reason to avoid them, I run them for clients happily, but it is the reason ads should sit beside organic work, never instead of it.
How much should a small business actually spend?
This is the question behind every search about Google Ads cost, so here is a direct answer before the detail.
Below about Rs 15,000 a month in ad money, Google Ads rarely produces steady enquiries for a competitive Chennai service. The budget runs out before the campaign has enough data to get cheaper, so you pay learning prices forever. If Rs 15,000 a month is genuinely all you have, put it into your Google Business Profile, your reviews and a decent page instead. Those compound. Ads stop the day you stop paying.
Between Rs 15,000 and Rs 30,000 a month you can run one focused campaign on one service in one part of the city, and it can work properly. That is the honest entry point.

On the daily version of the question: divide by 30. Google works to an average daily budget, so spend varies day to day and evens out over the month.
